HOW TO APPLY FOR E-RATE FUNDING

Navigating the E-Rate application process is a critical step for applicants (schools and libraries) seeking to enhance their connectivity resources. Here’s a simplified step-by-step guide to help you understand and manage the application effectively:

1) Registration


Ensure your institution is registered in the E-Rate Productivity Center (EPC), the portal through which all E-Rate interactions occur.

2) Collect Required Forms


Form 470 is used to solicit bids from potential service providers. Form 471 is used to request funding based on the contracts awarded from the bids.

3) Complete Form 470


The E-Rate application cycle begins in the fall with the filing of FCC Form 470, which opens the competitive bidding process. This form, posted for at least 28 days, notifies service providers of your service needs and allows them to submit proposals. Schools should plan to evaluate bids and select providers well before the Form 471 filing window in the spring.

4) Evaluate Bids


Evaluate bids by reviewing proposals from service providers based on predetermined criteria to identify the most cost-effective solution. Ensure compliance with state and local procurement laws as well as the FCC’s competitive bidding rules. Additionally, document all decisions and retain bidding records to meet E-Rate audit requirements.

5) Complete Form 471


After selecting a service provider, FCC Form 471 is filed during the designated spring filing window. This form details the actual service requests and expected E-Rate funding. Decision letters and funding commitments are typically issued by USAC starting in late spring and continue throughout the summer, enabling schools to implement their approved connectivity solutions.
